Unless they’re sold at auction and the proceeds donated, would this really help?

It is easy to see why a shack would fall, but the buildings on TV are concrete. And I also observed a hefty piece of rebar which looked at least 1″ in diameter. So what exactly are they doing wrong? I know that during the Turkey earthquake it was disclosed that the Turks use salty beach sand in concrete, yielding a weak product. I wonder what the common defects are in Haiti?
